The Land Transport Authority of Singapore has determined that to ease traffic flow the Woodsville Interchange required a significant reconfiguration. This interchange is located at the intersection of Serangoon Road, Upper Serangoon Road and Bendemeer Road is a very complex interchange with slip roads to and from the Pan Island Expressway (PIE).

The completed upgrading project will bring about the following features:
To compound the situation, the NE Line MRT tunnel which runs along the Serangoon corridor, as well as deep sewage tunnels which run parallel to the PIE. Therefore to build tunnels and flyovers at that junction, it is vital not to affect any of the infrastructures in place. Further to this the surrounding buildings may be affected by the works. To control this situation an extensive monitoring system has been proposed. Soil Investigation Pte (Soil Instruments UK Ltd's Distributor in Singapore), was selected by the LTA to supply, install and monitor the instrumentation. The upgrading project commenced in October 2007 with the awarding of Gammon Construction Limited (Singapore Branch) as the main civil contractor. The physical construction of the S$130 million Woodsville Interchange started on 19 June 2008 with a groundbreaking ceremony officiated by the Land Transport Authority (LTA) Chairman, Mr Michael Lim. |
